Definition: An official who conducts administrative hearings, receives evidence, and makes legal determinations. Florida DOAH judges commonly issue recommended orders in disputed-fact licensing cases.
Example
A DOAH judge hears testimony about alleged escrow misconduct and prepares findings and recommendations.
Keep the distinction clear
In an ordinary FREC disciplinary case, the recommended order is not the agency's final order. Other kinds of proceedings can give an ALJ final-order authority.
